Each satellite broadcasts its position, velocity, orbit, fuel and position uncertainty to every satellite within 50 km. A receiver predicts whether the sender will come close to it in the next 24 h: if not, it discards the data; if they can collide it keeps it. The satellite for which a temporary detour costs the smallest share of its remaining fuel (from its mass, thruster, fuel level and the Δv its velocity needs) flies it before the encounter. Debris has no radio and is not seen by the network.
